Why is it that some Costcos let anyone into the food court & others dont?

I'm really not sure. It is supposed to be for members only. But..if some food courts are near the front door, perhaps they don't enforce as much?

At this Costco foodcourt they dont ask for a membership, but you will need a membership card to get into the building itself.
