That's protocol set by Costco I don't know that it would be illegal but they might think you're stealing. Always best to stay with the program.
The line moves pretty quickly and a bit of patience will save you from getting stopped by store security which will take even longer.
It's not illegal, but if you don't follow their store policy they have the right to trespass you and deny you service.
