No, it's a basin which gathers water from rainfall. When I was there in early August, most had evaporated, down to a few feet deep. The trail, plus the views at the top, still make this a worthwhile hike.

No, it is just a deep depression in the sandstone rock that holds water after a rainstorm or snow accumulation. No waterfall.
