You will have the best chance of adopting that are at the shelter instead of ones in foster homes if you go to the shelter and talk to the adoption team.
I didn't go to the shelter until I had visited with the foster puppy. They don't keep puppies at the shelter. From my experience the foster parents are very quick to set up visits.
