I've been 3 times so far, twice on the bridge and once down by the water. The day we went down by the water was really morning when it was real foggy, or was like walking through a dream, and the birds flying in and out of sight in the thick fog was amazing. Just wear shoes that you don't mind getting dirty if by the water.

Very early in the morning, in the winter.
I have been there few times, on a rainy day, on a sunny day and so on. Everytime its different and good. You will feel the same if you like being at such a place. Be aware that its a kind of remote place, not at all crowded and be prepared for a 2 mile long nice walk/cycling. Also, most likely only the Illinois side will be open. To answer your exact question, I would recommend sunny hours for better views. If you are a sunset lover, plan towards evening, but be concerned about safety.
