Go to Choteau Island on the Illinois side. Chouteau Island Illinois 62040 https://maps.app.goo.gl/gMJchsXsbimHr4wx6 The parking on the Missouri side is inaccessible to cars as of this posting.

The film staring Kurt Russell Escape from New York on this bridge, but unsure of a quiet place
I've been 3 times so far, twice on the bridge and once down by the water. The day we went down by the water was really morning when it was real foggy, or was like walking through a dream, and the birds flying in and out of sight in the thick fog was amazing. Just wear shoes that you don't mind getting dirty if by the water.
