Are there Eagles in the area if so are they close that you can them without binoculars?

Yes there are but not year round . I was there last week and I could see a few flying but I would suggest bringing binocs

I don't think so I have not seen any

I personally couldn't find any when I was there last month. Especially since most of the way is over the river, it's harder to find them. Someone can correct me if I'm wrong.
