Call the customer support line at 1-800-PICK-UPS. They should be able to help you get your address set to not allow packages to be left without a signature.
And if their is no one to sign leave a message via email or text plus their message sticker because of the on going problem you are having
Tell them at the counter that a person must sign or you want signature confirmation on all packages
