They should have someone checking the bands in all areas of hotel, there are children present and a pedophile or predator can be lurking around if no one is checking. But I think yes you can have a visitor and let them use a band provided you are with them.

You only get wrist bands for the amount of folks that are booked in the room but I never saw anyone checking for them.
