If you're currently in public housing and on section 8 waiting list and decide to mpve put of public housing are you still eligible to be on section 8 waiting list

You can stay on any other waiting list that you are on. If you receive a penalty for moving without notice or being evicted, then if your name is drawn on another list before the penalty expires you will be marked ineligible and removed from that list. If there is no penalty or if it expires before you are drawn, then no issues.

As far as I understand yes you just can't be on both the waiting lists and public housing
