What are the guidelines having a man living in your house that works and your on housing

You would need to speak with your manager or case manager. Any persons living in the house/apartment will need to be added to the lease.

Now if this person on housing removes the males belongings but he is still there until they verify he isn't there then what cause this person has done it before

Their income needs to be added to determine eligibility. Eligibility is determined by income and family size.
