It is but during the beach open season (May to September) dogs are not allowed on the sand by the seashore. The must be on a leash and are allowed up to the boardwalk.

Dog friendly yes however the signage says no dogs from memorial day to labor day or vice versa depending on which one is in May. It's 2 in the morning so sorry if I got them wrong. Parks and sanitation dept will issues summons when they feel like it for pooper scooper laws fine is 250.00
I don't know. I don't believe that there were any "Do not do this.." signs by the beach where I was.
