The year of the car determines whether you need an emissions test. If the car model is older than 25 years, or less than 3 years you do not need one. In your case, you will need an emissions test on both cars to receive a decal in 2020.
If you live in Dekalb or Fulton county, your vehicle must have an emissions test. It is not dependent on how often you drive your car.
