start by offering hours that actually serve the majority of their community who have jobs, outside of, like, say, 8am-7pm. maybe staff an extra person during busy hours. why do i have to preschedule being 2 hrs late to work just to pick up a package

You can always try coming on your days off on the hours they are open. That way, you won't be late to work because you won't be working at all. Hope this works for you.
