My kids are going on a cruise to the Bahamas they will be flying from Atlanta to Miami and broadening onto the carnival victory ship do they need a passport I was told that they need there id and birth certificate is this true they are 16 and 18

ID and birth certificate are all you need for the cruise. You won't even need it once you make it onto the ship.

Yes they will need a passport to travel abroad. I assume two forms of ID being required is the norm.
