We are going on a Bahamas cruise on 12/13 but my daughter's passport expired in 2011. Lost birth certificate & its taking more time to get a new one than renewing her passport. Can we get a new passport if we come to the Atlanta Pssprt office?

Yes. Go there once you get the passport with all of your travel documentation. They can issue a passport the same day.
