If Atlanta is closer to you, then that should be the obvious choice. Been to both Washington and Atlanta embassies, no real difference but it'll be quicker if you start the application online and go to the embassy with the printout.

Hmm. Atlanta might be quicker for processing. Processing time when I went for passport renewal 3 weeks ago in DC was 3 months.
