The Temple is for LDS members in good standing who have a current Temple Recommend. Temples are open to the herbal public during open houses for new temples and during reopenings after renovations. The DC Temple will hold one in two years. It is currently closed to everyone (members alike) after th r remodel is finished.
No, right now it's closed for a two year period for extensive renovations. Once the renovations are done, they'll have an open house that will be open to eveyone.
