No it is not. First, you must be a Washington County resident (you may be asked to provide proof). Second, you will need to come to the Forty West Landfill and pull onto the scales (first right after the bridge), give an accurate description of the materials you are throwing away and then the folks at the scale house will charge you accordingly. You MUST be on the scales before 3PM! There is a $10 minimum on all scaled loads but it just depends on the type of material you have and the weight as to what your final total will be.
