Does all trash have to be covered

No as long as it doesn't blow off your truck

You need to contact your local police department to find out the true answer to your question. We don't have anything to do with whether or not your load is covered unless items fall off on our property. Technically, the way we understand it from the authorities, if there is even one bag of trash in the back of your truck or on a trailer it needs to be secured. I do know that it's at least an $85 fine. Check with State Police or Washington County police.
