If she is not already active on a different case you'll just need to submit the ISD 109 Change Report indicating she is in the household. You can also just submit a new application with everyone in the household on it. If she IS already active on a different case you would need a written statement from the head of that case giving the office permission to have her removed from that case and added to your case, or you can submit other proofs showing that you have majority custody of her, at least 51%. This is best done with a court order or proof from CYFD.
You need to go to the office and request to submit a change report form. On that form is has a spot that states someone new has moved in. Required documents will be needed. The office will tell you what documents you will need.

She lives with me and my mom so do I just get a written letter from my niece saying she wants her removed from benefits and put on mine
