If anyone is familiar with this area, is it possible to practice driving here while no activities are going on? Is it private property? Gated up? I need to practice driving for my road test.

You can always go to DMV on Rt 1cl in laurel folks practice there all the time

This is private property and not available to practice driving. I would recommend a local high school parking lot on the weekends.
