Yes for debit, at phila airport but only with a round trip flight ticket, Pass a credit check and other documents. Hertz would rather you use a credit card.
You should contact Hertz directly since they don't read and answer Google Maps questions, but debit cards are accepted at this location as payment at the end of the rental, unless you join the US Hertz Gold Club and register your card there to prepay and book. They will probably charge you a deposit fee at the beginning of the rental. The documents you need would be your original driver's license, your international drivers license, and passport.
