No you dont have to pay electric for a empty apartment u dont live in that's the landlord job the electric goes in their name until they rent the apartment out anytime you move into a new place they will tell u if you have to pay ur own heat ,and electric but to put electric in your name for a apartment u dont pay rent in no you dont and u can still ask a lawyer he will tell you the same thing a judge too
