Can I hold the rent back if the landlord doesn't fix anything and doesn't follow through with any work orders?

Great question. Many people are misled about withholding laws. In Chicago, the law allows for legally withholding of rent – but only after following very specific rules! You can look up the RLTO and follow the directions in the city code, or we can do it for you. We do charge for our work but if you want to do it yourself, be very certain to follow the laws in writing and with certified letters!
