If someone owes rent, and there isn’t an eviction process, annddd the tenant is sick, can the landlord turn the hot water off??

No. Pursuant to section 5-12-110(f) of the CRLTO you are not supposed to be without heat, running or hot water, electricity, gas or plumbing.

No call tenants right now because if you owe rent he can say it got cut off for none payment of rent call the tenants Rights call now.

No they are not supposed to only thing a landlord can do is file for eviction. Let say if u didnt pay ur rent u could take videos of not having running water and say thats the reason u not paying rent cause u have no running water but on the other hand talk to the landlord and come up with some type of agreement
