You should call them, it sound like they never closed the former customer's bill out and it carried over into your bill, take your lease or deed to show the date you moved in
Call peco costumer service and ask to talk to someone about your situation.
You should definitely go to PECO and get it straightened up as soon as possible. Meter could be Damaged!
I think you need to call them about that. If you have a new meter installed, your bill shouldb't that high unless you were charge for the meter,labor & services.
