Depends on which side you're trying to approach from. From NY side it is just outside of Path station (Brooklyn bridge city hall or Chambers St) and you'll see a bunch of street vendors and many people walking on the curb. It is easily accessible. From Brooklyn side you may have to look around but I believe there's access from somewhere around Old Fulton St and Prospect St crossing.
You need to go to city hall park then you will find the entrance there. Just fallow directions.
Best way is take a train. And get off at city hall cant recall letter of train. I walked half way and took pictures and then walked back. Get very crowded so be smart and choose a good time!!!
Across from city hall there is access. On the Brooklyn side in dumbo there are side stairs or access in Brooklyn heights near cadman Park plaza. Both the main entrances wheelchair accessible, the bike lane is now on the actual road of the bridge not on the bridge itself anymore, no bikes allowed
