"Westchester county residence required for admission with either County park pass or New York State drivers licence with valid Westchester Address" $5 with pass $10 without. You don't need to be a member. I've gone to the beach and a I'm not one. You just have to pay a little more. The $10 vs $5 to park and the beach is additional. Something like $10 per person I think.
There's an office right before the parking lot. They issue it there with proper Westchester ID

There is a pass $150 for 3 years, and you can visit all beach and parks in Westchester
You need to be member $40 per annually and you will have a sticker in your car permit to park inside the park. You need a proof that your Westchester resident, you can go to Glen island park inside you can pay I believe it's near the parking. But if you just want to go the park no need to be a member but you can't park inside.
There is an office inside but I find that it's never open when they say they are. I applied at Saxon Woods golf course. But you can always go to the Parks office in Ardsley.
I am a Chaplain (I have a badge) and a Senior, Do I have to pay 10.00? No I am not a Westchester Residence, I am a supporter of a handicap group that will be using the park.

You get them out of the city hall in newrochelle were they cost I'm not sure
