I think in general no but if you have a large party and apply for a permit, alcohol is allowed as part of that. I rented a pavilion 2 years ago and was allowed to bring in beer.
I don't know but I saw people with alcoholic beverages there. But it's up to the individual's who are drinking to keep it discreet because kids are always around.
