Some do some don't, let's all respect the privilege of free BLM camping! Just so you know there are shooting ranges that also allow camping at them, you can also look into those.
This area is surrounded by roads and is heavily populated with snowbirds and other travelers at least in the winter. For the safety of others and to keep the police from responding to gunshots fired (there are housing developments surrounding the roads), I would think not. Unless you meant target practice of something other than guns...
