To add to Andre's response...the hours are 8-4 Mon-Fri. However you must be there between 8-2:30 in order to sit an exam, as the cashier's close at 3pm.
$25 for F-01,you can walk in but make sure you have your recommendation letter ready. You'll get the card shortly after passing the test.
