He doesn't need a Visa if he is staying less than 30 days, check the website newyorkpcg.org. Also make sure his passport is at least six months current. I highly suggest you visit the website.

No need. Germany is one of the countries that can enter the Philippines without visa. But better to call the embassy. Hope this helps you.
