For NY the website is: http://newyork.mae.ro/en. Search for renew passport and you will get most of the information there. The fee is $70 cash ONLY and you pay it there. You make appointment online once they verified the correctness of the documents you submitted (online also). When your passport is ready you can go back to the consulate and pick it up or you can choose to ship it back to you, in which case you need to provide a self addressed envelope with the postage payed. Hope this helps.
