The first thing your brother-in-law needs to do is get a copy of his Mexican birth certificate to prove that he is Mexican. Once you have that document that proves your nationality, you should be able to process your passport or consular registration without any problem, unless there is some irregularity in your documents. The requirements for all these procedures can be found on the Consulate's website.
My brother-in-law is Mexican, he never made a passport or anything .. And he has been without identification for more than 20 years, because every time he goes to the consulate he is asked for a new paper and that thanks to the Mexico system it takes an average of 2 3 months later, in some case ... when he returns to the consulate they ask for something new ... And so he goes! So I, I've been calling all morning and part of the afternoon, to talk to an available agent who tells me everything he has to carry, and even when I get to talk to someone, they tell me that he better go to the consulate, why not I will understand (we think, they called me an idiot) I left a message and I hope they answer me and call me back ... because of these gentlemen is unheard of ... For my luck I am not Mexican ... because you really are ... God catch confessed to Mexicans on issues of social orientation under system ... !!!

Welcome to the Mexican system of services, that makes you feel like in Mexico hahaha, you just have to ask for permission at your job, have a chair and table in front of you and sit with your charger connected to your phone, I also recommend leaving it on speakerphone and a lot of patience.
