under the OCI regulaions, OCI registration certificate must be re-issued each time a new passport is issued ( under the age of 20 ) . May I know, how much time it takes if we come in person since we have a flight on 25th Dec .

I'd say at the least 7 to 10 business days....you're too close to flying and not having the docs in hand.
