"that's da guy!" gave the correct info, as far as I'm aware. They'll give you all you need to help you get one, assuming you don't have an old one that just needs renewal. If all you need is renewal, no new pic, updates, etc, I believe they can do that for you there.
You need something called the homeless id project. Go to the welcome center (first doors befor you pass the gate into the cass campus) and ask for help getting id. They give you a $12 voucher and bus pass
