Not privately. You get 2-3 hours of skating, skate rental included, for 15 people. It has to be during public skate time.
You CAN rent/reserve an entire sheet of ice, but the cost is high (hundreds of dollars). Not only that but the availability of an entire sheet is limited to what is not already scheduled by other programs, events and public skate times. You can find all this out by calling the office. For most people, it is not practical to rent the entire sheet for their party. But it IS possible.
You can rent if you have a large enough group. Our youth group has rented several times for lile a 3 hour session, though you probably will not be the only ones using the rink.
