For newly purchased cars title and/or bill of sale with purchase price (to figure taxes) proof of insurance to be safe or your renewal notice... Basically just everything you'd need to register minus the completed emissions test. As for cost you simply pay the registration and tax fee you will be paying anyway & the paper temp tag is actually under $10- it's either $3 or $6, I can't remember exactly. If you are having difficulty getting it to pass you can actually get up to 2 extensions on the temp tag as well while you try to fix it. If you are simply renewing you can actually do all of this online and print the temporary tag as opposed to going to the Tax Commission.

Pay the registration, and show the tittle (must be in your name) they give you extra time to get the other stuff done (vin inspection and smog). Even if you plan on using it for a short time, you may still need to go through the whole process.
