Only on parts, the dunes obscured much of the view, however there are plenty of places to stop and walk over the dunes for views/beach access
The back areas are closed between the North and South areas, except by special permit. On the Southside the back area starts just north of parking Area 13 the nude beach. They have signs up saying no access Beyond this point without permit. They allow you to ride your horse in the back area with a permit. The only other way you can get access to the back area is to volunteer for the sea turtle Protection Program and you get to drive an ATV into the back area provided by the park service where you check and service sea turtle nest during the nesting season.

The park consists of two parts, north and south. But you can not drive through betwen north and south. I think you can hike.
You can see it in spots but not all The Way While Driving Being There Is A Dune That Protects The Roadway Also There Is Views Of The Intercoastal
Yes, in places. In the north CNS, the dunes are lower in places. In the southern CNS dunes block veiw of ocean from the road. North & South areas are not connected.
