Afaik: no. Bundespolizei distinguishes between pressing and non-pressing reasons to enter Germany. If you intend to wed your fiancee in Germany, I think you are allowed to enter. Else they let you in as German citizen or resident or to begin employment or training. Visiting friends and family: not pressing. I live in NYC and can enter Germany as I please, but my wife, not German citizen, cannot
I suggest you call the main line for the consulate (there are also two other numbers you can call towards the bottom of the main page). They are incredibly helpful. Also if they ask you to send an email make sure you check your spam folder for replies.
