Hello , I have a friend and he lives in new york, but now he decided to stay in Dom Rep. and he wants to change his green card for a visa because he has family in the united state, his son and his daughter, so what he needs to do to change it .

There is no such policy of interchanging a greeecard for a visa. Just apply for a visa. It is up to the consul what they want to do. To allow this would mean you have a right to either when it is the government's discretion as to who they allow and in what status in the U.S.
