No... You have to go to HRA located in Brooklyn on Schermerhorn & Hoyt in order to get an EBT card. Altho it's out of the way only good thing is that you get your card right then. It's best to go early so that you are there be they open so u get in & out. Otherwise it's best to go after 1pm the line moves fairly quickly. With that being said avoid going on a Monday if possible its the worst day to go.

Only in Manhattan and in Brooklyn the one in Brooklyn is located on Boyt and Schermerhorn take the A or the C train to Hoyt and Schermerhorn. The one in Manhattan is located in Chinatown I'm not really sure about the cross streets though.
