Yes, but not at that HRA bldg, go down the street like 5 mins away 2 blocks from the A train stop at 227 Schermerhorn. You will be in and out. It's not open on weekends though. Hope that helps, I lose mine all the time and I was over there last week getting a replacement too lolol.
I do not believe you can get anything the same day. Once they get all the info., I believe they will send everything to you through mail.
