Is the park open to amateur stargazers past 7 pm? I see on Google it says it closes at 6 pm but I've also seen where it says the park is open 24 hrs.

Yes. The park never closes. There is a nice pull off behind the western visitor center with minimal light pollution.

I would say you could pull off the road and stargaze without any problems.
