They run night sky programs during the winter at the swamp visitor center. Rangers give a presentation and local astronomy clubs come out and let you look through telescopes. Definitely bring bug spray, they're relentless. Check the website to find out dates and times.

Pretty much any place far from the street lights. Find a safe place and clear skys. As far as time, apparently at night.
