How do you get to speak with live person at irs

I need help I did my taxes for 2018 on February and have not received nothing about my taxes

You can never get through to no one at the irs tax payer assistance office nor do they answer. I am victim of identity fraud. Some file taxes in my name and took out a retirement plan. I can’t even get no help with this. Or get a refund for taxes that was taken due to this incident I didn’t do.
