No, it's not too early. The program actually began this season in October 2021, rather in November as usual. You can apply now at your local County Assistance Office, or at the LIHEAP office directly; it is open from 8:00 to 5:00PM Monday through Friday. This season the program will be open until May, so you still have time.
No, not at this point. Liheap applications can be completed online and documents can be uploaded if you have a smartphone. The office is currently closed for customers but the workers are still there processing. Items can be left in a dropbox at the office.
