Not sure why they even exist. They do not "investigate" anything. They just said pretty much it is what it is deal with it. The fact that the overcharged amount simply didn't make sense did not bother them at all.

Does the commission deal with water department issues.

It depends. If you're referring to PWD, that water department is managed by a municipality, the PUC does not regulate them. If you go on the water department's website and you have a complaint they have detailed instructions on how to file a complaint. If you live outside of Philadelphia we do regulate most water companies, however if they are operated, owned and/or managed by a municipality the same would apply.

Are there any grants for a disabled person for there PGW bill with a shut off notice?

Just LIHEAP. They don't care about nothing but their money. I'm disabled & so is my daughter. You could try for the CAP or Budget program if your low income.
