Drone flyovers are highly frowned upon. If caught the Sheriff, FBI, and NRC will be notified. Your drone will be confiscated.

It is not allowed. And security will report it and the operator to Sac County Deputies.

Good question..it is private property and is owned by SMUD. However there are videos online of people flying drones around the towers. I planned on doing some flying but there were quite a few large flocks of birds around the towers that killed it for me. Also there is regular security on the premises not sure if they would stop you or not.
